Young introduces bill to protect taxpayers from IRS

Iowa Congressman David Young introduced the IRS Fair Appeals Saving Taxpayers (FAST) Act (H.R. 5386) which requires the Internal Revenue Service (IRS) to turn over all non-privileged documents to an individual or business if the taxpayer appeals the Internal Revenue Service’s determination decision. 

“In a court of law, everyone has the right to see the evidence against them and the IRS shouldn’t be able to play games with taxpayers and be above the law. The IRS FAST Act is about taxpayer fairness and making the IRS accountable with a transparent and fair process. The bill forces the IRS to quickly turn over files to Iowans and any American before their appeals process starts so they don’t have to navigate mountains of red tape to get their own records,” said Congressman Young. "This bill is an important step towards bringing accountability and transparency to the IRS improved the experience for taxpayers when navigating the IRS appeals process."

Under current law, taxpayers only have access to their file via the Freedom of Information Act, a process most taxpayers do not know is an option for them and which can take months to complete. The IRS FAST Act requires the IRS to give taxpayers their entire file 10 days prior to a conference with the IRS Office of Appeals.
